Shipping Xiaohongshu to Taiwan 2026: Ministry of the Interior Warning, Payment, Freight & Duties Explained
On 2025-12-04, the Ministry of the Interior, citing a "fraud crime prevention emergency" under Article 42 of the Fraud Crime Hazard Prevention Act (詐欺犯罪危害防制條例), issued an order to stop internet DNS resolution of or restrict access to the Xiaohongshu app, provisionally for one year (expiring around 2026-12-04). The reasons include failing all 15 indicators of the National Security Bureau's cybersecurity testing, and involvement in 1,706 fraud cases since ROC year 113 (2024) with losses of more than NT$247.68 million. In the Ministry of the Interior's own words: "Do not download the app, and if you have already downloaded it, please stop using it; it is preferable to use other lawful platforms that meet information security standards instead." (Ministry of the Interior press release) INSIDE reported on 2026-08-21 that the Minister of the Interior said that if the company still does not respond, "it is very likely to be blocked for 1 more year" (as relayed by the media); as of 2026-10-29 there is no formal order to extend or lift the block, and Ministry of the Interior announcements prevail. The Ministry of the Interior urges the public not to download Xiaohongshu and to stop using it if already downloaded (see the warning above), so this site does not provide Xiaohongshu purchasing tutorials. 💳 Payment: Xiaohongshu checkout goes through WeChat Pay or Alipay; whether you can link a Taiwan-issued card and how much the fee is depend on what the payment page shows (Yicai (第一財經) reported on 2023-07-20 that both can be linked to foreign cards such as VISA, Master and JCB, with a 3% fee on single transactions over RMB 200 — this is 2023 information; no official information was found on whether the Xiaohongshu checkout accepts Taiwan cards). HowBridge only charges consolidation fees in NT$ and issues a unified invoice, and does not handle RMB payments for goods (under Article 29 of the Banking Act (銀行法), non-banks may not conduct domestic or foreign exchange business).

Can people in Taiwan shop on Xiaohongshu?
The Ministry of the Interior urges the public not to download Xiaohongshu and to stop using it if already downloaded, so this site does not provide tutorials for downloading, registering for or ordering on Xiaohongshu, nor does it teach workarounds. Items already sent to a mainland China address, or the same items bought on other platforms, can be sent to the HowBridge Shenzhen warehouse, merged into one box and shipped back to Taiwan. If the dutiable value is NT$2,000 or less and the same person has had no more than 6 duty-free releases in the half-year period, the shipment is exempt from import duty and business tax (not applicable to tobacco and alcohol).
Key points of the government restriction: on 2025-12-04, the Ministry of the Interior issued an order to stop DNS resolution of or restrict access to Xiaohongshu, provisionally for one year (expiring around 2026-12-04). On 2026-04-25, the Criminal Investigation Bureau stated that after DNS resolution was stopped, fraud-related cases fell from 481 to 99 compared with the same period a year earlier (National Police Agency statement). Whether the block will be extended after it expires depends on Ministry of the Interior announcements. Why enter "好运器" as the name, and why must the address end with a personal ID code?
On Chinese e-commerce platforms (Taobao / Tmall / JD / WeChat Store, etc.), the shipping label automatically masks the name and phone number with asterisks (e.g. 王**, 136****4302) — only the address is not masked. So simply enter "好运器" as the name and the warehouse phone number 13603054302 as the phone; for the delivery address, log in to 0523.tw and one-tap copy it from the homepage — it already ends with your personal ID code (starting with H), which the warehouse uses to match parcels to your account automatically, so do not delete or change it. (The old format — a Taiwan mobile number at the end of the address — still works for matching.)
Payment: check out yourself with the payment methods each platform supports; fees are as shown on the payment page. HowBridge does not handle payments for goods on any platform. For posts without a purchase link, search for the same item on Taobao / Tmall.
3Photo confirmation when items arrive at the warehouse
When your parcel reaches our Shenzhen warehouse, the system sends a WeCom push notification, and the dashboard shows the parcel photo, actual weight and dimensions. You can also request photos and an item count (photos are priced by parcel weight: NT$20 for the first kg plus NT$10 for each additional kg; item count is NT$5 per item) to check the items yourself; HowBridge does not offer unboxing inspection, and photos and item counts are not an inspection.
4Request shipment and choose sea / express sea / air
Multiple orders can be merged for free. Shipping methods: LCL sea freight from NT$25/kg or NT$150/cu ft (quote on request by item) / sea express NT$50 per unit / air freight NT$100/kg (actual weight only; an NT$120 delivery fee applies when the actual weight is under 10 kg).

Clearance is handled by a licensed customs broker (first-time shipments require EZ WAY identity verification), with home delivery anywhere in Taiwan by HCT Logistics; you can also choose 7-ELEVEN / FamilyMart store-to-store pickup (HowBridge store-to-store limits: net weight of the whole consolidated bag ≤4.9 kg, sum of the three sides ≤105 cm).

How is the NT$2,000 duty-free allowance calculated?
Under Taiwan customs rules, the duty-free conditions for individuals importing goods are:
- A single shipment's dutiable value (goods + international freight + insurance, CIF) ≤ NT$2,000
- The same person has had no more than 6 duty-free releases within a half-year period (January–June, July–December) (does not apply from the 7th release)
- Not applicable to: tobacco and alcohol, and agricultural products subject to tariff quotas
When the duty-free conditions are exceeded, import duty is levied at the rate for each tariff number under the Customs Import Tariff (海關進口稅則) (check the tariff number for the definitive rate); trade promotion service fee = dutiable value × 0.04% (waived if NT$100 or less); business tax = (dutiable value + import duty + commodity tax) × 5%; some goods are also subject to commodity tax (Customs Administration explanation of taxes and fees). If you receive a counterfeit or are scammed on Xiaohongshu, can the import tax you already paid be refunded?
Yes. Under Ministry of Finance Order Tai-Cai-Guan No. 1131014492 of May 27, 2024 (ROC 113), an individual defrauded in a cross-border online purchase may apply for a refund of overpaid tax under Article 17, Paragraph 5 of the Customs Act (關稅法). The application must be filed within 6 months from the day after the goods are released, together with the police case-acceptance certificate, the cross-border online transaction documents, proof of import taxation and other documents, and submitted to the customs office at the place of import.
If it is not fraud but a defective item that the seller has agreed to compensate for or replace, a different rule applies: under Article 51 of the Customs Act (關稅法) and Customs Administration letter Tai-Cai-Guan No. 11310144921 of May 27, 2024 (ROC 113), the duty-exemption application must be filed within 1 month from the day after the original goods were released for import, together with the original purchase contract, proof that the supplier agreed to the compensation or replacement, proof of import taxation and proof of the original goods. The two deadlines differ sixfold and rest on different legal bases, so when you find a problem with an item, first establish which category it falls into so that you do not miss the filing deadline.
To reduce the risk at source, you can request photos and an item count when the parcel reaches our Shenzhen warehouse and check the contents yourself (photos and item counts are not an inspection or authentication). In addition, under Keelung Customs' Guide to Cross-Border Online Shopping by Sea Express (海運快遞跨境網購須知), goods with a dutiable value above NT$50,000, goods subject to import/export regulations (such as those requiring permits) and goods subject to commodity tax must go through a formal customs declaration; fresh agricultural, fishery and livestock products, live animals and plants, goods infringing intellectual property rights and similar items also may not be cleared in the sea express zone. The higher the amount, the more important it is to keep your transaction records. Counterfeits are goods that infringe intellectual property rights; Customs will deal with them under the law, and the refund rules do not apply.
September 2026 reminder: according to Criminal Investigation Bureau statistics, 505 phishing-link fraud cases were reported in August 2026 with losses of more than NT$54.51 million — up 99.6% in the number of cases and 317.7% in losses compared with the same period last year (Criminal Investigation Bureau press release, 2026-09-15) — and text messages posing as "online-shopping parcel pickup notices" are rampant. "7–14 days" is the range measured from HowBridge's own shipments (billed in China to signed for in Taiwan, in calendar days); most sea express parcels arrive within this range. The customs release figures above cover only declarations already filed with customs; shipments not yet filed are not counted, and the data carries no clearance-type (C1/C2/C3) code.
Which Xiaohongshu purchases cannot be imported?
❌ Prohibited from import or may not be cleared by express
- Livestock and poultry meat products from mainland China (including meat-based pet treats): import prohibited by announcement of the Animal and Plant Health Inspection Agency (APHIA); fresh fruit and vegetables and live plants require quarantine and may not be cleared in the sea express zone
- Weapons and drugs; tobacco and alcohol are not eligible for the NT$2,000 duty-free allowance — they are conditionally importable items that require a formal customs declaration and tobacco and alcohol tax, so shipping them through consolidation is not recommended
- Prescription drugs and controlled drugs: require a Taiwan FDA permit, so shipping them through consolidation is not recommended
- Counterfeits (goods infringing intellectual property rights): may not be cleared in the sea express zone and will be dealt with by Customs under the law

The HowBridge consolidation service does not involve paying RMB on your behalf, topping up accounts, or cross-border currency exchange. Xiaohongshu payment methods:

How to Pay Your Freight Bill: Methods and Full Process
Once your parcels have been consolidated and shipped, the system issues a freight bill for that batch. You can settle it online by card or bank transfer; a successful payment clears the bill automatically, so there is no need to report the last five digits of a transfer. Below are the payment methods currently available, every step of the process, and what online payment on this site may be used for.
Online payment on this site is used solely to pay consolidated freight and related logistics service fees (international freight, forwarding, domestic delivery, customs clearance and warehousing-related service fees). We do not collect payment for your goods, we do not pay sellers on your behalf, and we are not a party to your transaction with the seller. Payment for items bought on Taobao, Tmall, 1688, Pinduoduo or any other platform must still be made to the seller through that platform as usual. We charge only for the logistics service of moving your goods from the warehouse to you.

Once your parcels have been received at the consolidation warehouse, packed and shipped, the system issues a freight bill for that batch, covering international freight, forwarding and domestic delivery charges.

Sign in to your account and open My Bills to see the amount due, the number of parcels and a line-by-line breakdown of the charges before you pay.

Tap "Pay Now" to open the secure checkout
The checkout shows the parcels being settled and the total due once more, and lists the available payment methods. Amounts are always calculated on the server, so they never vary by device or browser.

Choose a payment method and complete payment
You are then taken to the payment page for the method you chose. Credit card, Apple Pay, Google Pay and Samsung Pay are completed on the NewebPay page; choosing LINE Pay takes you to the LINE Pay payment page, where you simply confirm in the WeCom app; choosing JKOPay takes you to the JKOPay payment page, where you confirm in the JKOPay app or scan the QR Code; choosing PXPay Plus takes you to the PXPay Plus payment page, where you confirm in the PXPay Plus app or scan the QR Code; choosing ATM transfer gives you a dedicated virtual account, bank code and payment deadline; choosing convenience-store code payment gives you a payment code to print the slip at a store kiosk and pay at the counter. The bill clears automatically
On successful payment the gateway notifies us immediately and the bill switches to paid, so there is no need to report the last five digits of a transfer. ATM transfers update automatically once the bank posts the funds.
All payments are completed on the NewebPay or LINE Pay payment page. We never receive or store your full card number or security code, and every connection is TLS-encrypted.
