Taiwan BSMI Commodity Inspection 2026 | C01/C02, RPC, Marks
1. What is BSMI inspection? C01 and C02 explained
Taiwan import declarations use import rule codes. The CCC tariff item shows whether BSMI inspection is required.
2. Who is responsible for inspection filing
3. Four inspection routes compared
| Route | Mark | Best for | Process | Reference fee | Validity |
|---|---|---|---|---|---|
| Batch inspection (BBI) | Inspection mark | One-time or small imports | File, sample or document review, then clear after approval | By notice | Per shipment |
| Type-approved batch inspection (TABI) | T number | Repeat imports of same model | Type test and approval, then faster later sampling | About TWD 3,500 per type | 3 years |
| Registration of product certification (RPC) | R number | Stable long-term imports | Type test and document review, then lower sampling | About TWD 5,000 per type; annual fee about TWD 5,000 | 3 years, extendable |
| Declaration of conformity (DoC) | D number | Complete technical files | Get code, test, and sign conformity declaration | About TWD 1,000 | By rule |
4. Application system and filing steps
Search by 11-digit HS code or product name and confirm whether C01 or C02 appears.
Choose BBI, TABI, RPC, or DoC. Prepare catalog, specification, samples, and supporting files.
Log in with an email account, select the application type, enter data, upload files, and pay fees.
After approval, use the inspection mark or R/T/D number on the goods or package.
5. BSMI inspection mark codes
| Code | Route | Meaning |
|---|---|---|
| R | RPC registration | Common for stable repeat imports, valid for 3 years and extendable. |
| T | Type approval | Same-model products get faster later sampling after approval. |
| D | Declaration of conformity | Supplier signs the declaration and keeps technical files. |
| M | Monitoring inspection | Used when required by the authority. |
| Q | Management system approval | Used after factory management system approval. |
6. Example product groups requiring inspection
Common regulated product groups include the following. The official BSMI list controls.
July–October 2026 additions and amendments to BSMI inspection: which products changed?
Short answer: Between July and October 2026 the BSMI announced or pre-announced 8 inspection rules relevant to imported goods (wooden ready-to-assemble furniture has its own page). Final announcements cover digital cameras/video cameras and audio-visual recorders/players (2026-10-02), paints (2026-10-06) and simply re-processed hot-rolled H-section steel (2026-08-03). Still draft pre-announcements: stationary lithium energy storage systems (08-12), power conversion systems (08-17), portable gas stove fuel canisters (09-14) and flame-retardant building materials (10-19). Most new rules take effect on 2027-07-01 or 2028-07-01, but concealed cameras without storage have been subject to inspection since 2026-10-02.

The code column lists only part of the "reference commodity classification codes" in each notice (full lists are in the sources below). The notices also state that reference codes are for reference only: if a product is found not to fall under a listed code, it must still complete inspection before entering the market. Items marked "draft" are not final; final content and dates follow the official announcement.
Shipping cameras, energy storage equipment or gas canisters from China: what matters in practice?
Cameras, video cameras, pinhole cameras
Digital cameras with storage under 8525.8x.90 codes were already C02. From 2028-07-01 digital cameras and video cameras without storage are also listed. Concealed cameras shaped as pens, buttons, glasses, watches or USB flash drives without storage have been listed since 2026-10-02 and must carry the warning label. Networked cameras gain cybersecurity test standards.
Routers and smart speakers
8517.62.00.90.6B becomes C02 from 2028-07-01, and the scheme changes from declaration of conformity to type-approved batch inspection or registration of product certification. The notice states that goods imported by 2028-06-30 but not yet on the market need a registration certificate or inspection certificate before display or sale from 2028-07-01.
Energy storage other than power banks
The 08-12 pre-announcement covers "stationary lithium energy storage systems" and secondary lithium battery modules/systems; the 08-17 one covers power conversion systems and PV inverters — not power banks. Home storage cabinets and storage units with solar input fall under the former, phased in by capacity. Carriage of goods containing lithium batteries is also restricted by carriers' dangerous goods rules; ask customer service before shipping.
Cassette stove gas canisters
"Fuel canisters and fuel for portable cassette gas stoves" are already inspected products; the 09-14 notice is an amendment pre-announcement whose attachment this page could not verify. When buying, check for the commodity inspection mark on the canister. Pressurized flammable gas is also restricted by carriers; ask customer service first.
Paints, flame-retardant wallpaper, building materials
Chlorinated rubber top coats (for buildings) and clear two-component polyurethane wood coatings are listed from 2027-07-01. The draft would move wallpaper/fabrics claiming fireproof or flame-retardant performance to type-approved batch inspection or registration of product certification. Renovation materials are often bought in bulk; goods for sale do not qualify for the personal-use exemption below.
Can small personal-use quantities be exempt? What the exemption regulations say
Article 9(1)(3) of the Commodity Inspection Act allows exemption for "non-sale personal-use items, commercial samples, exhibits or R&D test items"; the conditions are in the Regulations Governing Exemption of Commodities from Inspection (last amended 2019-11-21). Key provisions (translated from the original):
- Art. 5(1)(1): items whose total value of the same model on one declaration is US$1,000 or less, or exceeds US$1,000 but the quantity does not exceed the listed limits — for "other products: personal-use items: 2 pieces".
- Art. 5(1)(7): "information technology equipment" whose total value of the same model on one declaration is US$1,000 or less, or exceeds US$1,000 with no more than 5 pieces. Toys, helmets, lighters, stationery and infant products have separate quantity limits in items 2–6.
- Art. 3(2): goods under Art. 5(1)(1) with a same-model total of US$1,000 or less on one declaration, or goods under items 2–7, may skip the application and self-declare the BSMI-designated exemption clearance code in the import permit number field of the import declaration; they are released after document matching. Other cases apply in advance under Art. 4.
- Art. 6: items meeting Art. 5(1) "sent by postal parcel or carried in travelers' accompanied baggage" are exempt and released directly by Customs.
- Art. 8: for the same model, the exemption is limited to "once within six months" per obligor (exceptions include multiple declarations on the same import date and prior special approval). Goods bought for resale are not "non-sale personal-use items".
Who is the inspection obligor, and what if inspection is skipped?
- Commodity Inspection Act Art. 8(1)(2): for products made abroad, the obligor is the importer; if import is entrusted to another party and the goods are sold in Taiwan under the name of an entrusting party with a domicile or business office in Taiwan, the obligor is that entrusting party. For goods bought in China and brought to Taiwan, this is in principle whoever imports them in their own name.
- Art. 60: an obligor who imports or places on the market goods not meeting inspection requirements faces a fine of NT$200,000 to NT$2,000,000; if the goods fail inspection, NT$250,000 to NT$2,500,000. Art. 60-1: where the total value is below NT$100,000, the fine may be up to twice the total value but not less than NT$10,000.
- Inspection filing, exemption applications and certificates are the obligor's responsibility; HowBridge's Shenzhen warehouse receiving and China-to-Taiwan transport do not mean goods are exempt or have passed inspection.

What else changed in how products are inspected? (August–September 2026)
In one sentence: these 5 notices add no new products to the inspection list; they change inspection procedures: for type-approved machinery, a sampled batch is now tested on one randomly drawn item per three items (order of 2026-09-08, effective immediately); ice/cold/hot drinking water dispensers must meet the amended energy-efficiency baseline from 2028-01-01; LPG cylinder valves move to registration of product certification under CNS 1324 (2024 edition); and for building fire doors, the rules concern factory-inspection bodies and designated-laboratory staff training.
| Date (posted by BSMI) | Notice | Products affected | What importers should note |
|---|---|---|---|
| 2026-08-11 (issued 2026-08-10, Ref. No. 11530015201) | Interpretive order on CNS 3910 Section 10 (energy-efficiency requirements) for ice/cold/hot drinking water dispensers | Ice/cold/hot types within the regulated item “drinking water dispensers (including those producing hydrogen water; rated voltage 250 V or below)”; rules for other types are unchanged | From 2028-01-01, CNS 3910 Section 10 applies the ice/cold/hot energy-efficiency baseline amended by the Ministry of Economic Affairs on 2025-10-17 (Ref. No. 11458004360). Certificate holders whose products do not meet the new baseline must submit a new type-test report and have the certificate reissued by 2027-12-31; from 2028-01-01, non-compliant products face revocation of type approval or registration under Art. 16(1) of the Regulations Governing Type Approval of Commodities or Art. 42(9) of the Commodity Inspection Act. Certificates newly applied for or extended under the old baseline before 2027-12-31 are valid only until 2027-12-31. |
| 2026-08-24 (Ref. No. 11530015770) | Amended inspection requirements for LPG cylinder valves, effective immediately | LPG cylinder valves; reference CCC codes 8481.40.00.00.4A and 8481.80.90.00.6U, import regulation C02 | CNS 1324 (2024 edition) applies from the notice date; the previous standard stops applying on 2027-03-01. Inspection scheme: registration of product certification (type-test module plus factory-inspection module). Existing certificate holders must have certificates reissued by 2027-02-28; the valve body must bear a cast R-series inspection mark. The codes are for reference only: listed products classified under other codes must still complete inspection before entering the market. |
| 2026-08-27 (issued 2026-08-24, Ref. No. 11530014720) | Partial amendment of the Specific Requirements for Designated Testing Laboratories for Machinery Commodities, effective immediately | Applies to designated testing laboratories for machinery (the key change concerns domestic laboratories for building fire doors), not to newly regulated products | From 2027-01-01, technical-validity staff, report signatories and testers at domestic building fire door laboratories must attend BSMI (or BSMI-registered) training every year and obtain a certificate of completion; former Point 10 was deleted because it duplicated Art. 15(1) of the Regulations Governing Recognition of Designated Testing Laboratories. |
| 2026-09-09 (issued 2026-09-08, Ref. No. 11530017360) | Amendment of the Directions for Type Approval of Machinery Commodities, effective immediately | Items in the annex: power tools; gas ovens; gas stoves; instantaneous gas water heaters; fuel containers for blowtorches, refillable lighters and portable cassette stoves; fuel containers for outdoor LPG cooking stoves; gas grills; flue pipes for gas water heaters; cassette, camping and leisure stoves | For a sampled batch under one application, testing changes from all items to one randomly drawn item per three items (at least one, at most five). Type-approval criteria and required technical documents for power tools were revised as their regulated scope expanded; household LPG pressure regulators and LPG cylinder valves have moved to registration of product certification only, so related provisions were deleted. |
| 2026-09-30 (issued 2026-09-29, Ref. No. 11530019090) | Qualifications for technical bodies applying to be recognized as factory-inspection bodies for building fire doors, effective immediately | Building fire doors (qualifications of factory-inspection bodies, not product specifications) | Eligible bodies: domestic public-interest legal persons; other commodity factory-inspection bodies recognized by BSMI; or bodies accredited by a Taiwanese accreditation body that is a Global ACI member for large-scale fire testing (CNS 62933-5-2 Annex C) or explosion-protection testing (CNS 3376 series). |
Summarized from the original BSMI notices and orders; the original texts and annexes prevail. The attachment link for the testing-laboratory amendment in the BSMI feed currently returns 404, so this page cites the PDF with the same reference number (11530014720) on the BSMI website.
What does type approval mean in practice when importing machinery from China?
In one sentence: type approval means BSMI first approves the product type; every imported batch must still be filed for inspection by the obligor, only with sampling or document review instead of full testing, so a certificate does not exempt each batch. From the Directions for Type Approval of Machinery Commodities as amended on 2026-09-08:
- Point 3: applicants submit, per type, the technical documents and samples listed in the annex to BSMI, its regional branch or a designated testing laboratory for type testing. The annex documents include a catalogue and photos, user manual, parts list, assembly drawing and a Traditional Chinese label sample.
- Point 4: a type-approval certificate for machinery is in principle valid for three years.
- Point 5: where the obligor prints the inspection mark itself, the manufacturing date or batch number must be entered on the inspection application.
- Point 6: the first filing is inspected batch by batch (document check or sampling); once passed, later batches are sampled with a one-in-five probability and unsampled batches get a document review; after twenty consecutive batches of the same tariff code with no failure, the rate may drop to one in ten. A failure under the simplified procedure requires three consecutive batches to pass sampling at triple quantity before it is restored. On a complaint or market-surveillance doubt about conformity, batch-by-batch checks or sampling may be applied directly.
- What this means for consolidated shipping: receipt at the Shenzhen warehouse and arrival in Taiwan do not mean type approval or inspection filing is done; regulated machinery for sale must still go through the procedure above by the obligor. For whether small personal-use quantities are exempt, see the section “Can small personal-use quantities be exempt?” above.

Example: lots in Keelung Customs' 2026-10-29 sale list that “must present a BSMI certificate of conformity”
In the inspection list for the 9th tender by mail published by Keelung Customs on 2026-10-21 (sale date 2026-10-29), the sale conditions of the following lots state that the winning bidder must “obtain import release based on a certificate of conformity from the Bureau of Standards, Metrology and Inspection (BSMI), Ministry of Economic Affairs”; otherwise, the goods must be exported in their original condition and packaging within 2 months from the day after the award. In other words, even for goods bought from Customs by tender, where the sale conditions require a certificate of conformity, the BSMI procedure must still be completed before the goods can be collected.

7. How to check whether BSMI inspection applies
HowBridge China-to-Taiwan logistics
Check the CCC code and inspection item first
Provide the product name, model, specifications, intended use and quantity, and first check C01/C02 and the scope of the official announcements.
Receiving and consolidation at the China warehouse
Receiving, account assignment and packing can be arranged, but arrival at the warehouse does not mean an inspection exemption has been obtained or that the goods have passed inspection.
Inspection application and declaration documents
Product name, specifications, quantity and value must be truthful and consistent; where necessary, the obligated party prepares certificates or inspection application documents.
Shipping and transit time
Confirmed according to inspection, examination and carrier arrangements; no guarantee of inspection exemption, tax exemption or a fixed delivery date.
