Importing Bulky Furniture into Taiwan: Duty, Compulsory Inspection and Wood Packaging Quarantine
Import duty on furniture is 0% in the vast majority of cases. Based on the customs import tariff schedule of the Customs Administration, Ministry of Finance, our tariff database checked all 41 codes for seats (9401) and other furniture (9403): 40 carry a 0% Column 1 duty and only the 5% business tax applies. However, 35 of these codes are flagged C02, and announced items such as booster seats fixed onto adult chairs and bedside cribs must first pass inspection by the Bureau of Standards, Metrology and Inspection (BSMI), Ministry of Economic Affairs.
HowBridge currently only offers consolidated shipping from China (Shenzhen consolidation warehouse) to Taiwan, and its sea LCL line suits large goods such as furniture and appliances. Overseas lines from the US, Europe, Japan and elsewhere are not yet available, and we do not handle full-container forwarding, pickup on your behalf, assembly/disassembly or extra insurance. Other international practices mentioned on this page are general market information only and do not describe our services.
- 🔴 Furniture duty is 0% in the vast majority of cases: seats (tariff heading 9401) and other furniture (9403) together have 41 tariff codes, and 40 of them carry a 0% Column 1 duty; only seats of a kind used for motor vehicles are at 5%. Customs duty is not part of your import cost; only the 5% business tax is charged.
- What really needs handling is inspection: of those same 41 codes, 35 are flagged C02 – some goods under the code are commodities that the Bureau of Standards, Metrology and Inspection (BSMI), Ministry of Economic Affairs, has announced as subject to import inspection. The effort you save on duty should go here.
- Bedding is not furniture, and the rates are completely different: mattresses of cellular rubber or plastics are 6.8%, quilts and down/feather quilts 9%, and both are flagged C02; quilts imported from mainland China also need M88 (a filing document from the International Trade Administration (MOEA) must be attached).
- Lamps are not 0% either: other electric table, desk, bedside or floor-standing lamps (9405.29.00.00-0) are 3.4% Column 1 + C02; luminaires overall range from 1.7% to 10% depending on material and item, so check the specific tariff code. Whether the preferential Column 2 rate applies requires a certificate of origin and is subject to the determination of Customs.
- Use the right divisor for volumetric weight: for HowBridge sea express, volumetric weight (kg) = L × W × H (cm) ÷ 10,000, and the greater of this and the actual weight is charged; air freight counts actual weight only; large goods on the sea LCL line are billed by cubic feet instead, with a divisor of 28,316. The ÷ 6,000 often seen online is a common industry conversion for international air cargo, not the HowBridge sea express formula, and would overestimate here.
- Wood packaging gets held up more often than the furniture itself: board furniture that has been painted, preservative-treated or bonded under high temperature and pressure is usually not subject to plant quarantine, whereas solid-wood furniture with bark or not painted or preservative-treated may require a quarantine application; solid-wood pallets and crates used for cross-border transport must comply with ISPM 15 (heat treatment or fumigation + IPPC mark).
- 🔴 Glass and ceramic parts are fragile, and HowBridge refuses to ship them: furniture with glass tabletops, ceramic countertops or other glass, ceramic or easily broken parts is not accepted; if such items are sent without prior notice, no compensation is paid for any breakage. Ordinary furniture can be reinforced with an optional wooden crate (from NT$300, quoted by actual size).

Duty rates for ten furniture and bedding items
Import duties and taxes are based on the dutiable value (CIF = goods price + international freight + insurance): duty = dutiable value × duty rate (Customs Administration, Ministry of Finance: duties and taxes payable on imported goods; furniture is not subject to commodity tax, so business tax = (dutiable value + duty) × 5%). When the duty is 0%, the only charge left is the 5% business tax on the dutiable value; see the full method in import duty and tax formula.
| Item | Tariff code | Column 1 duty | Column 2 | Import regulation |
|---|---|---|---|---|
| Wooden seats convertible into beds (sofa beds) | 9401.41.00.00-8 | 0% | 0% | C02 |
| Other upholstered seats with wooden frames (fabric sofas) | 9401.61.90.00-4 | 0% | 0% | C02 |
| Wooden swivel seats with variable height adjustment (office chairs) | 9401.31.00.00-0 | 0% | 0% | C02 |
| Other wooden furniture of a kind used in offices (desks) | 9403.30.90.00-0 | 0% | 0% | C02 |
| Other wooden furniture of a kind used in the bedroom (wardrobes, bed frames) | 9403.50.90.00-5 | 0% | 0% | C02 |
| Other metal furniture | 9403.20.00.00-1 | 0% | 0% | C02 |
| Other rattan furniture | 9403.83.90.00-6 | 0% | 0% | C02 |
| Mattresses of cellular rubber or plastics (latex, memory foam) | 9404.21.00.00-9 | 6.8% | 0% | C02 |
| Quilts, bedspreads, eiderdowns and duvets | 9404.40.00.00-6 | 9% | 0% | C02、M88 |
| Other electric table, desk, bedside or floor-standing lamps | 9405.29.00.00-0 | 3.4% | 0% | C02 |
Column 1 is the general rate; Column 2 is the rate for countries that have an agreement with Taiwan or are granted preferential treatment. Column 2 is 0% for every code in the table above, but the list of eligible countries differs code by code, and for the 9401/9403 codes the Column 2 list does not include mainland China; the goods must also originate in that country and be accompanied by a certificate of origin as required. Tariff codes and applicable rates are subject to the determination of the Customs Administration, Ministry of Finance; click a tariff code to see the full rates and import regulations.
What is the import duty on furniture? Where the cost lies after 0%
Checking the tariff schedule, 40 of the 41 codes for seats (9401) and other furniture (9403) carry a 0% Column 1 duty, so customs duty is practically absent from the cost of importing furniture.
- The only code that is not 0% is seats of a kind used for motor vehicles (9401.20.00.00-3, 5%) – that means car seats, not home sofas. Everything else, from office chairs, sofa beds and fabric sofas to bamboo, rattan and osier seats, is 0% in Column 1.
- 9403 other furniture is likewise all 0%: metal office furniture, wooden desks, wooden kitchen cabinets, bedroom wardrobes and bed frames, plastic furniture, bamboo, rattan and osier furniture – every code we checked carries a 0% Column 1 duty.
- So the only tax left on furniture is business tax: dutiable value (CIF) × 5%. The dutiable value itself includes international freight and insurance, so higher freight also means higher business tax.
- The real cost drivers are freight and delivery within Taiwan: furniture is bulky, its volumetric weight far exceeds its actual weight, and the international freight often costs more than the goods; oversized items also incur an oversize surcharge within Taiwan. Effort to save money is better spent on choosing the shipping method and disassembling to reduce volume than on studying duty rates.
- High-value furniture is also subject to the Specifically Selected Goods and Services Tax: furniture with a dutiable value of NT$500,000 or more per item is charged an additional 10% on import (Specifically Selected Goods and Services Tax Act, Article 2).
Under Customs Act, Article 49, paragraph 2 and the Ministry of Finance announcement, express and postal shipments with a dutiable value of NT$2,000 or less are exempt from duty, commodity tax and business tax; above that, tax is levied on the full amount, not just on the excess. If the same taxpayer uses the exemption more than 6 times within half a year, it no longer applies from the 7th time. Furniture rarely falls under this threshold; see NT$2,000 duty-free threshold.
C02 compulsory import inspection: 35 of 41 codes
The attention saved on duty should go here. The most common import regulation for furniture tariff codes is C02, and it covers a lot of ground. For the full customs clearance process, see complete guide to Taiwan import customs clearance.
- What C02 means: C02 indicates that some goods under the tariff code are commodities announced by the Bureau of Standards, Metrology and Inspection (BSMI), Ministry of Economic Affairs, as subject to inspection (BSMI announcements use the wording “import regulation code of the listed commodities is C02”). Note that it covers some goods – within the same code, some items need inspection and others do not; it depends on the list of commodities subject to inspection announced by the BSMI.
- Coverage: of the 41 codes for 9401 seats and 9403 other furniture, 35 are flagged C02, and the other 6 have no import regulation. Mattresses, quilts and lamps are also flagged C02. The announced items that fall on furniture are mainly children's and infant products, such as booster seats fixed onto adult chairs (CNS 16007; originally scheduled for 2021-11-01, postponed twice and in force from 2022-11-01, announcement) and bedside cribs (CNS 16044, announcement); ordinary adult sofas, tables and cabinets are not necessarily within the scope of inspection.
- Whether inspection is needed depends on the product name and the restricted scope, not the material: C02 is an import regulation code of the International Trade Administration, meaning “some goods under this item are commodities announced by the BSMI, Ministry of Economic Affairs, as subject to import inspection” (table of import regulation codes). The furniture currently listed for inspection is mostly children's and infant products, such as high chairs, children's chairs and stools, booster seats fixed onto adult chairs, cribs, bedside cribs and play yards; among adult furniture there are folding tables (announced 2019-10-01, in force 2020-07-01, limited by the annexed item list to those “with vertical cross-folding supports and a height in use of 60 cm or more”). For ordinary sofas, dining tables and chairs, bed frames and wardrobes, no announcement listing them for inspection by category or material was found. If unsure, you can apply to the BSMI for an item inquiry before the goods arrive, or to the port branch for a brief-reply inquiry after they have arrived.
- Personal use does not mean automatic exemption: Commodity Inspection Act, Article 9, paragraph 1, subparagraph 3 allows exemption from inspection for “articles for personal use that are not for sale”, but the conditions of the Regulations Governing Exemption from Inspection of Commodities (amended 2019-11-21) must be met: for general items on the same declaration, of the same specification and model, with a total value of USD 1,000 or less, the exemption code announced by the BSMI can be entered directly; above that, personal-use items are limited to 2 pieces and an application must be filed; infant products have separate quantity limits. Multiple declarations on the same import date are counted together, the same specification and model can in principle be exempted only once within 6 months, and exempted goods must not be sold. The BSMI FAQ also states that commodities subject to inspection imported by cargo express cannot use the simplified declaration and must use a regular import declaration.
- Check before you order: furniture has high unit prices and high freight, so finding out only at the port that inspection is required is costly in both time and money. Enter the product name in our tariff search to see the full import regulations for the code in advance.
We do not handle commodity inspection applications on your behalf. Method: on 2026-10-12 we queried our customs import tariff database record by record for the Column 1 rate and import regulation field of the 11-digit codes under 9401 (21 records) and 9403 (20 records): 40/41 are 0%, 35/41 are flagged C02, and there are 0 records with M88 or MW0. Actual application is subject to BSMI announcements; for the inspection steps see C02 commodity inspection process.
Bedding is not furniture: mattresses, quilts and M88
Many people count mattresses and quilts as “furniture” together with bed frames, but in the tariff schedule they fall under a different heading with completely different rates: mattresses 6.8% and quilts 9%, unlike furniture, which is mostly 0%.
- Mattresses 6.8%: mattresses of cellular rubber or plastics (9404.21.00.00-9, latex and memory-foam mattresses) are 6.8% Column 1 + C02; mattresses of textile materials and of other materials are likewise 6.8% + C02.
- Quilts and down quilts 9%, plus M88: quilts, bedspreads, eiderdowns and duvets (9404.40.00.00-6) are 9% Column 1, and the import regulation is C02 + M88. The wording of M88 is “imports from mainland China must be accompanied by a filing document from the International Trade Administration, Ministry of Economic Affairs” (International Trade Administration (MOEA): Q&A on import regulation M88 for bedding).
- M88 is triggered only when importing from mainland China: the same down quilt sent from another country does not face M88, but sent from mainland China it does. This rule has applied since 2023-06-23 (Customs Administration announcement); to apply, log in to the import/export goods electronic licensing system and select “Application for filing document for Chapter 94 bedding”. This is the layer most easily overlooked on the China route.
- Bed frames are furniture, mattresses are bedding: when buying a complete bedroom set, the bed frame goes under 9403 (0%), the mattress under 9404 (6.8%) and the quilt under 9404.40 (9% + M88); the three have different rates and documents and are classified separately at customs.
- We also have a bedding import guide with more details on importing mattresses and quilts.
Actual classification is determined by Customs based on the material, construction and use of the goods. Items in one set falling under different tariff codes is normal and not a mistake by the customs broker.
How is furniture shipping charged? Volumetric weight and sea LCL cubic feet
For furniture, the chargeable weight is almost always the volumetric weight rather than the actual weight, so the divisor used makes a big difference to the freight. The ÷ 6,000 often seen online is a common industry conversion for international air cargo, not the HowBridge sea express formula.
- HowBridge sea express: volumetric weight (kg) = L × W × H (cm) ÷ 10,000, and the greater of this and the actual weight is charged; air freight counts actual weight only. For a comparison of how each shipping method is charged, see the shipping cost and savings guide.
- Large goods on the sea LCL line: billed by cubic feet instead, converted as L × W × H (cm) ÷ 28,316, and quoted by customer service according to the goods. Large goods of 10 kg or more, furniture and appliances should use the sea LCL line.
- Disassembly can reduce volume considerably: a three-seater sofa of 200×80×80cm = 1.28 cubic metres; if removing the legs and armrests compresses it to 90×80×40cm = 0.288 cubic metres, the volume drops by about 78%. Removing table legs or choosing flat-pack wardrobes works the same way.
- Prefer flat-pack products: self-assembly flat-pack furniture is small by design, and the difference in freight is often larger than the difference in product price. One-piece sofas that cannot be disassembled and large solid-wood furniture are the opposite.
- There is also an oversize surcharge within Taiwan: for sea express and air freight parcels, a single piece over 10 cái or 40 kg incurs an oversize surcharge for home delivery within Taiwan; sea LCL quotes already include the oversize charges within Taiwan. The surcharge is tiered by city/county and by cái/weight, so check with customer service before shipping.
For the full chargeable-weight formulas, a comparison of the three shipping methods and ways to save, see the shipping cost and savings guide.
Will wooden furniture be held up by quarantine? ISPM 15 and CITES timber
The part of shipping furniture across borders that is most often overlooked, yet most often causes holdups, is not the furniture itself but the wooden crates, pallets and dunnage used to secure it.
- Finished furniture is not on the quarantine list, but that does not mean it can always be ignored: under the list of items subject to import plant quarantine (amended 2026-07-07), wood bonded under high temperature and pressure (e.g. plywood, particleboard, fibreboard), or treated with paint, stain, wood tar or other preservatives, is exempt from quarantine. Plant Protection and Quarantine Act, Article 13-1, paragraph 2 further provides that for articles not on the list but posing a risk of spreading pests, the plant quarantine authority may take quarantine treatment, return, destruction or other necessary measures. The APHIA has reminded the public to watch out for quarantine when buying wooden products online, such as solid-wood artificial trees, sunken wood (driftwood) and wood slices (points to note when importing wooden products bought online from abroad); for uncoated solid-wood furniture or ornaments with bark, please first confirm case by case with a branch office of the Animal and Plant Health Inspection Agency (APHIA), Ministry of Agriculture.
- Why solid wood is regulated: longhorn beetles and other wood-boring pests: under the quarantine requirements for imported timber (an annex to the Republic of China (Taiwan) quarantine requirements for the importation of plants or plant products), host timber from countries or areas where the Asian longhorned beetle occurs must undergo quarantine treatment designated by the plant quarantine authority before export, and the phytosanitary certificate must state the treatment method, date, chemical or temperature and other details; otherwise it is returned or destroyed. The aim is to prevent pests and diseases from entering and spreading in Taiwan. These rules govern timber under tariff Chapter 44 (logs, sawn wood, etc.) and are not applied directly to finished furniture.
- What is regulated is solid-wood pallets and crates used for packing: solid-wood packaging for export must be treated under ISPM 15 (methyl bromide fumigation, heat treatment with a core temperature of 56℃ for at least 30 minutes, etc.) and bear the IPPC mark; if it does not comply, the importer may choose quarantine treatment, destruction, or return together with the goods, which adds time and cost. Wood packaging 6 mm thick or less is not subject to this rule; this 6 mm is the exemption threshold for wood packaging and timber, not a threshold for whether furniture needs quarantine. The IPPC mark means the wood was treated by a method approved under ISPM 15; no official recognition of ordinary heating/baking as a quarantine treatment was found.
- Take special care if you are packing it yourself: if you supply your own pallets, make sure they bear the IPPC mark, or the whole shipment may be held. When shipping through a proper warehouse or forwarder, you can simply ask them to confirm that compliant pallets are used.
- CITES-listed timber depends on the species: the entire genus Dalbergia (rosewoods) is listed in CITES Appendix II, and Brazilian rosewood (D. nigra) in Appendix I; Dalbergia timber and its products in principle require a CITES permit or certificate issued by the exporting country (Regulations on Import and Export of Endangered Species of Wild Fauna, Flora and Related Products, Article 4). Under annotation #15, finished products containing up to 10 kg of listed-species wood per shipment, as well as finished musical instruments, parts and accessories, may be exempt, but this does not apply to Siamese rosewood (Dalbergia cochinchinensis, annotation #4) or Brazilian rosewood. Red sandalwood (Pterocarpus santalinus) is listed only for logs, wood chips, powder and extracts (annotation #7), and Pterocarpus species under annotation #17, such as African rosewood (P. erinaceus), are listed only for logs, sawn wood, veneer sheets, plywood and transformed wood; furniture made from these two groups of timber is outside their CITES listing. The so-called “hongmu” (redwood) also includes other genera such as Pterocarpus, Diospyros and Millettia; whether it is listed depends on the actual species and origin. The CITES import permit under Article 7 of the same Regulations applies only to Appendix I species and only where the exporting country requires it. Checked on 2026-10-26, based on the Appendices following the 20th meeting of the CITES Conference of the Parties (CoP20) (Species+). See the CITES import/export permit guide; for other prohibited and restricted items see the list of prohibited and restricted imports.
ISPM 15 is the International Plant Protection Convention standard for treating wood packaging material; the actual requirements and mark format are governed by the quarantine requirements for wood packaging material used with imported goods of the Animal and Plant Health Inspection Agency (APHIA), Ministry of Agriculture, and by the rules of the exporting country's competent authority.
Do different materials mean different rules for finished furniture? Solid wood, boards, bamboo/rattan, metal and glass compared
Material changes the tariff code, but for 9401 seats and 9403 other furniture the Column 1 duty is always 0% and the import regulation always C02, with no MW0 or M88, so finished furniture made in mainland China can be imported. What really changes the rules is use (children, infants), structure (folding tables), electrical functions, and the processing state of the wood (coated or not, with or without bark, bonded under high temperature and pressure or not).
| Material / type | Tariff (Column 1 / import regulation) | BSMI commodity inspection | Plant / animal quarantine | Also check |
|---|---|---|---|---|
| Solid wood, painted, stained or preservative-coated | Wooden codes 0% / C02 | No rule by material found; only items such as children's furniture and folding tables are listed | Wood treated with paint, stain, wood tar or other preservatives is exempt from quarantine under the list | For children? Any uncoated parts or parts with bark? |
| Solid wood, uncoated, with bark or raw-log style | Wooden codes 0% / C02 (the tariff has separate “not coated in any way” lines) | As above | Furniture is not on the list, but if found to pose a risk of spreading pests, the quarantine authority may take measures such as quarantine treatment, return or destruction under Art. 13-1; check with an APHIA branch office first | Species, origin, bark or not, photos |
| Plywood, MDF (medium-density fibreboard), particleboard | Classified by constituent material, mostly wooden codes 0% / C02 (Customs' determination prevails) | None found at present; formaldehyde inspection for wooden ready-to-assemble furniture is still at advance-notice stage, proposed from 2028-01-01 | Wood bonded under high temperature and pressure is exempt from quarantine under the list | Mixed with solid-wood or raw-log parts? Self-assembly? |
| Bamboo, rattan, osier/wicker | Bamboo 9401.52/9403.82, rattan 9401.53/9403.83, osier 9401.59/9403.89: 0% / C02 | No rule by material found | Finished furniture is not on the list; dried plant materials for plaiting are exempt from quarantine | Fully dried? Any seeds or soil? |
| Metal | 9401.71/.79, 9403.10/.20: 0% / C02 | Folding tables are judged by structure and height, not material | Not applicable | Folding table? For children? |
| Plastic | 9403.70: 0% / C02 | No rule by material found | Not applicable | For children? |
| Glass, stone | Mostly 9403.89 of other materials: 0% / C02 | No rule by material found | Not applicable | HowBridge does not accept furniture with glass or ceramic parts |
| Fabric or leather upholstery (sofas) | By frame: 9401.61 upholstered wooden frame, 9401.71 upholstered metal frame: 0% / C02 | No rule by material found | The animal quarantine list covers only raw hides and raw feathers/down for stuffing; no rule found requiring animal quarantine for finished leather or down furniture | Frame material, type of filling |
| Powered functions (electric standing desks, electric beds, massage chairs) | May be classified in another chapter, e.g. the reference code for massage chairs is in 9019 | May fall under electrical appliance items; no specific announcement found for electric standing desks or electric beds, so an item inquiry is needed | Not applicable | Voltage, power supply type, specification of any included transformer |

Buying furniture from China via the sea LCL line
HowBridge offers consolidated shipping from China (Shenzhen consolidation warehouse) to Taiwan, and its sea LCL line is designed for large goods – both furniture and appliances can use it. This is the only route on this page that we actually handle.
- Ship bulky furniture by sea LCL, not by air: furniture's volumetric weight far exceeds its actual weight, so air freight would be very expensive. Large goods of 10 kg or more, furniture and appliances should use the sea LCL line, billed by CBM and cubic feet and quoted by customer service according to the goods.
- The furniture itself faces no additional mainland-China restriction in the tariff schedule: none of the 41 codes under 9401 and 9403 is flagged MW0 (mainland goods not permitted for import) or M88 (imports from mainland China must be accompanied by an ITA filing document); the import regulation is simply C02. The Customs Administration explains that mainland goods without MW0 or MP1 in the import regulation field are permitted for import, exempt from import permits, and can be declared directly with Customs (Customs Administration Q&A).
- But bedding does: quilts and down quilts (9404.40.00.00-6) are flagged M88, and imports from mainland China must be accompanied by a filing document from the International Trade Administration (MOEA). Factor this in when buying a complete bedroom set.
- Confirm acceptance before ordering: whether bulky and high-volume goods can be shipped and how they should be packed must be confirmed with customer service first; we also suggest asking the seller for the actual dimensions and whether the item can be disassembled, as this directly determines the freight tier.
- 🔴 Fragile items are refused: HowBridge does not accept glass, ceramic or easily broken items. Bulky furniture often has glass tabletops, ceramic countertops, glass cabinet doors or mirrors, and such furniture cannot be shipped; if sent without prior notice, compensation for breakage is refused. Please confirm with the seller before ordering whether the item contains glass or ceramic parts.
- Ordinary furniture can be reinforced with an optional wooden crate: you can tick the wooden crate option when consolidating; it costs from NT$300 and is quoted by crate size. The crate protects the furniture's corners and structure; it does not mean fragile items can be shipped.
- Shipping protection follows the declared-value rules: currently, loss or damage is compensated at up to three times the freight of that item (once optional declared-value cover opens, claims are paid by the declared value, up to NT$5,000; precious metals and jewellery excepted: they must first be insured by an insurance company, and HowBridge is not liable for their loss or damage in transit, see the Terms of Service); fragile items, liquids, powders, batteries (battery-powered goods), dangerous goods and prohibited goods are not covered.
The test is the same as for other categories: look at the import regulation for the product's tariff code, not at whether it is “furniture”. Use our tariff search to check the code and import regulations first, then decide how to buy.
7 things to check before buying bulky furniture or appliances from China (updated October 2026)
The bottom line first: bulky furniture usually goes by sea LCL, but what really needs clarifying up front is packing, the compensation cap, delivery charges within Taiwan and who handles things after arrival – freight is only one part.
-
Which shipping method
- Large goods of 10 kg or more, furniture and appliances go by sea LCL, quoted by customer service according to the goods: from NT$25 per kg or from NT$150 per cubic foot, with a minimum charge of NT$3,500 per shipment.
- Small items under 10 kg can go by sea express at NT$50 per unit.
- Before ordering, tell customer service the dimensions, weight and material to confirm whether it can be accepted and how to pack it.
-
Packing: wooden crates and fragile items
- You can tick the wooden crate reinforcement option when consolidating, from NT$300.
- Furniture with glass, ceramic or other fragile parts is refused; if sent without notice, no compensation is paid for breakage.
-
Compensation cap (per Section 7.1 of the Terms of Service)
- Currently, loss or damage is compensated at up to three times the freight of that item.
- Optional declared-value cover is coming soon: the fee is 3% of the declared goods value, up to NT$150; once it opens, claims are paid by the declared value, up to NT$5,000 per item.
- Fragile items, liquids, powders, batteries (including battery-powered goods), dangerous goods and prohibited goods are not compensated for loss or damage, whether or not declared-value cover is purchased. Ordinary plug-in appliances fall under the compensation rules above; only goods containing batteries count as battery-powered goods.
- File a claim within 7 days of signing for delivery; the actual amount is decided case by case based on the investigation, and damage caused by improper packing is not covered.
- For a sofa costing tens of thousands of NT dollars, the compensation cap is far below the price. For high-value furniture, assess the risk yourself and keep unboxing videos and photos.
-
Bulky-item delivery charges within Taiwan (HCT oversize surcharge; the “cái” here is calculated differently from sea LCL cubic feet)
- The last leg in Taiwan is home delivery by HCT Logistics, and bulky items are charged an oversize surcharge based on cái and weight.
- cái = L × W × H (cm; any side under 30 counts as 30) ÷ 27,000, rounded up.
- Tiers:
- Up to 10 cái and up to 40 kg: free.
- Over 10 cái or 40 kg: small pallet, from NT$990 in northern Taiwan.
- Over 20 cái or any side over 300 cm: large pallet, from NT$1,580 in northern Taiwan.
- Over 70 cái, 800 kg or any side of 320 cm: dedicated-vehicle quote required.
- Example: a parcel of 200×90×80 cm and 60 kg is 54 cái, large pallet, and the oversize surcharge for delivery to Taipei City is NT$1,580 (estimated under the 2025-12-01 rules; HCT's measurement and determination prevail).
- This surcharge applies to sea express and air freight parcels. Sea LCL quotes already include the oversize charges within Taiwan and nothing extra is charged. You can estimate the surcharge with the shipping calculator.
-
After arrival: carrying, assembly, crates and packing materials
- We do not handle assembly/disassembly, and do not provide carrying upstairs, crate removal or disposal of packing materials; you need to arrange these yourself.
- For bulky furniture, measure doors, stairs and lifts in advance.
-
Appliances: voltage and inspection
- Mains electricity in mainland China is 220V/50Hz. Household sockets in Taiwan are mainly 110V, with 220V mostly on dedicated circuits for air conditioners, electric water heaters and the like; the frequency is fixed at 60Hz.
- Appliances marked only 50Hz do not cover Taiwan's frequency and should not be connected directly even if your home has a 220V circuit. Check the V/Hz/W on the rating plate before ordering.
- Whether an appliance needs inspection must be checked by CCC code, function and specification, not by product name alone. See “What voltage does Taiwan use? 110V/220V”.

Formaldehyde in wooden furniture: inspection may be required from 2028
- The Bureau of Standards, Metrology and Inspection (BSMI), Ministry of Economic Affairs, gave advance notice on 2026-10-01 that wooden ready-to-assemble furniture is proposed to become a commodity subject to inspection from 2028-01-01, tested for formaldehyde emission under CNS 11677. The scope has 4 conditions (including a total surface area of 1,800 cm² or more per set); solid-wood and uncoated furniture are excluded.
- Advance notice does not mean it is in force; see “Does wooden ready-to-assemble furniture need formaldehyde testing?”.
- In addition, the Minister of Economic Affairs said in the Legislative Yuan on 2026-10-20, when discussing cross-border e-commerce, that “if low-quality furniture has formaldehyde problems, inspection will be strengthened” (Economic Daily News); this remark did not name wooden ready-to-assemble furniture.
Taobao bulky-item direct shipping vs sea LCL consolidation: which suits furniture? (Double 11, 2026)
For Double 11 2026, Taobao/Tmall launched “bulky-item direct shipping”: according to an Economic Daily News report of 2026-10-17, the maximum length of any side was relaxed from 2.1 m to 3 m and the weight limit raised to 500 kg. Direct shipping is delivery arranged by Taobao itself; whether it is available and what it costs are as shown on the Taobao checkout page. If the seller does not support direct shipping, or you want to combine furniture and appliances from several sellers into one shipment, you can send them to the HowBridge Shenzhen consolidation warehouse and use the sea LCL line.
- Who handles shipping and after-sales: bulky-item direct shipping is delivered as arranged by Taobao, and after-sales goes through Taobao; with consolidation, goods are first sent to a consolidation warehouse within China, and the consolidator then combines them, clears customs and delivers them to Taiwan.
- Size and weight: according to the report, direct shipping covers up to 3 m on any side and 500 kg, as actually shown on the product and checkout pages; the HowBridge sea LCL line is billed by cubic feet (L × W × H cm ÷ 28,316) or by weight and quoted by customer service according to the goods, from NT$25 per kg or from NT$150 per cubic foot, with a minimum charge of NT$3,500 per shipment.
- How to choose: if you are buying just one item, the seller supports direct shipping and the checkout page already shows the cost of shipping to Taiwan, direct shipping is simpler; if you buy from several sellers and want one combined shipment, or the product page says it does not ship to Taiwan, consolidation is more flexible.
- Tax and inspection apply either way: whether by direct shipping or consolidation, imports into Taiwan are taxed under the customs import tariff schedule; most furniture (9401/9403) carries a 0% Column 1 duty but still pays the 5% business tax; 35 of the 41 codes are flagged C02, meaning some goods under those codes need inspection (e.g. children's furniture, folding tables); for differences by material see the material comparison table.
- Check fragile parts first: HowBridge refuses furniture with glass or ceramic parts; with direct shipping, Taobao's rules apply.

What if you want to buy furniture from the US or Europe?
HowBridge currently only offers consolidated shipping from China (Shenzhen consolidation warehouse) to Taiwan. Overseas lines from the US, Europe, Japan and elsewhere are not yet available; we have no overseas warehouse address, rates or transit times to offer, and we do not provide full-container forwarding, pickup on your behalf, assembly/disassembly or extra insurance. The three options below are common market practices for you to evaluate yourself.
① Use an international forwarder for a full or shared container
For bulk purchases or furnishing a whole home, you can contact an international ocean freight forwarder directly to handle export, ocean shipping and customs clearance in Taiwan. This route can fully handle wood packaging, compulsory inspection and customs documents, and only this route offers a chance to lower the unit freight with a full container. We do not handle this route, and we do not collect or pay on your behalf.
② Choose brands or platforms that ship to Taiwan themselves
Some international furniture brands and platforms offer shipping to Taiwan themselves, and freight and taxes are usually shown at checkout; after arrival in Taiwan, the goods are still taxed at the rates above and the same import regulations must be met. This is usually the easiest option for single-item purchases.
③ Buy goods already imported through Taiwanese retailers
Many international furniture brands have official distributors or stores in Taiwan; their goods have already completed compulsory inspection and import formalities and come with local warranty and after-sales service. If you are only buying one or two pieces, once international freight, inspection and time costs are factored in, this route is often no worse.
Whichever route you take, measure first, confirm whether the item can be disassembled, and check the tariff code and import regulations before ordering, so you do not discover on arrival that the goods cannot enter or the freight has exploded. All ten codes in the table above can be clicked for full details.
Common furniture import terms
- C02
- Import regulation code indicating that some goods under the tariff code are commodities announced by the BSMI, Ministry of Economic Affairs, as subject to inspection, e.g. booster seats fixed onto adult chairs and bedside cribs.
- M88
- Import regulation code: imports from mainland China must be accompanied by a filing document from the International Trade Administration, Ministry of Economic Affairs; since 2023-06-23 it applies to 4 bedding items made in mainland China, including quilts.
- MW0
- Import regulation code. Mainland goods without MW0 or MP1 in the import regulation field are permitted for import and exempt from import permits.
- Volumetric weight
- HowBridge sea express converts L × W × H (cm) ÷ 10,000 into kg, and the greater of this and the actual weight is charged.
- Cái (cubic feet)
- Sea LCL converts L × W × H (cm) ÷ 28,316; 28,316 cubic centimetres is about 1 cubic foot. Domestic home delivery couriers in Taiwan often use a different cái of 30×30×30 cm; the two are measured differently.
- ISPM 15 / IPPC mark
- International standard for treating wood packaging; solid-wood pallets and crates must be fumigated or heat-treated and bear the IPPC mark, otherwise quarantine treatment, destruction or return may be required.
FAQ
- First confirm that the seller allows shipping to a consolidation warehouse address, and whether the warranty and after-sales service apply in Taiwan after you receive it.
- Brand warranties for cross-border purchases do not necessarily cover Taiwan; the seller's terms prevail.
- Currently, up to three times the freight of that item. Once optional declared-value cover opens, claims are paid by the declared value, up to NT$5,000 per item.
- File a claim within 7 days of signing for delivery; the actual amount is decided case by case based on the investigation, and damage caused by improper packing is not covered.
- Fragile parts are not covered, and furniture containing glass or ceramics will be refused.
- You can tick the wooden crate option when consolidating, and keep unboxing videos and photos.
- For sea express and air freight parcels over 10 cái or 40 kg, home delivery within Taiwan incurs an oversize surcharge: in northern Taiwan from NT$990 for a small pallet and from NT$1,580 for a large pallet.
- Sea LCL quotes already include the oversize charges within Taiwan.
- Carrying upstairs, assembly, crate removal and disposal of packing materials are not part of the consolidation service; you need to arrange them yourself.
- Check the rating plate first: appliances marked only 220V/50Hz cannot be used directly on Taiwan's ordinary 110V/60Hz sockets; even if your home has a 220V circuit, models marked only 50Hz should still not be connected directly.
- Whether a transformer can be used depends on the manufacturer's instructions and the power rating; do not treat buying a transformer as the default answer.
- Whether it can be used, shipped and imported are different questions; see the voltage page.
