The Complete 2026 Beginner's Guide to Taiwan Parcel Consolidation: Shipping Cost Calculation, Volumetric Weight & Taobao Forwarding Made Simple
Taiwan parcel consolidation means having items from multiple overseas stores shipped first to a consolidator's overseas warehouse, then packed together and sent back to Taiwan in one shipment by sea LCL consolidation, sea express or air freight. Air freight is charged on actual weight only, sea express compares actual weight with volumetric weight, and large sea LCL consolidation shipments compare the weight charge with the volume charge for the whole lot. When the customs value is ≤ NT$2,000, it is exempt from import duty and business tax.
- What it is: items bought from several overseas stores are first shipped to a consolidator's overseas warehouse, then packed together and sent back to Taiwan in one shipment by sea LCL consolidation, sea express or air freight, priced by weight — far cheaper than direct store shipping.
- How it is priced: the greater of "actual weight" or "volumetric weight" × rate (sea LCL consolidation volume = length × width × height in cm ÷ 28316; sea express ÷ 10000; air freight counts weight only). Sea LCL consolidation from NT$25/kg or NT$150/cu ft (quoted per product by customer service), sea express about NT$50/unit, air freight about NT$100/kg.
- How much you save: compare the route, the packed size after consolidation, kilogram rounding and the delivery fee together. At current rates, a 3 kg air parcel comes to NT$420 (NT$300 shipping + NT$120 delivery fee), with taxes and separately agreed services extra — run the numbers with your own parcel details.
- Tax: when the customs value (goods + shipping + insurance) is ≤ NT$2,000, it is exempt from import duty and business tax; above that, duty applies per the tariff schedule plus 5% business tax.

What Is Taiwan Parcel Consolidation? How It Works
Parcel consolidation (consolidated shipping) is the core way to save on shipping when buying online across borders: when you order from an overseas store, you don't ship directly to Taiwan — instead you ship to the overseas warehouse address the consolidator provides. Once your items arrive, the consolidator holds them for you, combines multiple parcels, reinforces the packaging, and then ships everything back to Taiwan in one shipment by your choice of sea LCL consolidation, sea express or air freight, finally handling customs clearance and home delivery. The whole process has 4 steps:
1Get the Shenzhen Consolidation Warehouse Address and Enter It at Checkout
You can copy our Shenzhen consolidation warehouse delivery details from the HowBridge homepage. When checking out on Taobao, Pinduoduo, 1688, Douyin, or other marketplaces, simply enter the warehouse address as the shipping address.
2Seller ships to the overseas warehouse and it is checked in
The seller delivers your goods to the consolidation warehouse, where the consolidator signs for them, photographs them, and logs them in, offering a free storage period so you can wait for your other parcels to arrive.
3Combine, pack, and choose a shipping method
In your dashboard, select the parcels to combine; the system quotes based on "actual weight vs. volumetric weight," and you choose sea LCL consolidation / sea express / air freight. The more you combine, the lower the shared shipping cost.
4Customs clearance in Taiwan and home delivery
After your shipment arrives in Taiwan and clears customs (EZWay real-name authentication is required), taxes and duties will be calculated. It will then be delivered to your door by HCT Logistics, or you can choose pickup at a 7-11 or FamilyMart store (up to 4.9 kg net for the whole consolidated bag). Shipments with a customs value of NT$2,000 or less are tax-exempt.
How to Enter the Shenzhen Consolidation Warehouse Delivery Details
This is the only step in the entire process that requires precise input. Incorrect information may prevent your parcel from being matched to your account or cause the seller to refuse shipment. Enter the details exactly as shown below:
| Field | Information to Enter | Instructions |
|---|---|---|
| Recipient Name | 好运器 | Enter the warehouse name directly, not your own name |
| Recipient Phone Number | 13603054302 | Enter the warehouse phone number, not your Taiwan mobile number |
| Shipping Address | 深圳市宝安区福海街道桥头社区宝安大道6261号彤鑫科技大厦B座3A11-H□□□□库位 (H□□□□ = your personal ID code; it is filled in automatically when you one-tap copy the address from the 0523.tw homepage after logging in) | Enter "好运器" as the recipient, and use the personal address one-tap copied from the 0523.tw homepage as the delivery address (it ends with an H-code ID for automatic matching). |
| Postal Code | 518103 | — |
On Chinese e-commerce platforms (Taobao, Pinduoduo, JD, Xiaohongshu, etc.), the shipping label automatically masks the name and phone number with asterisks (e.g. 王**, 136****4302) — only the address is never masked. So simply enter "好运器" as the name and the warehouse phone number 13603054302 as the phone; for the delivery address, log in to 0523.tw and one-tap copy it from the homepage — it already ends with your personal ID code (starting with H), which the warehouse uses to match parcels to your account automatically, so do not delete or change it. (The old format — a Taiwan mobile number at the end of the address — still works for matching.) [HowBridge warehouse receiving practice, not an official statement by the e-commerce platforms]
- Entering your Taiwan mobile number in the “Phone Number” field → Chinese sellers commonly refuse to ship (domestic delivery in China requires a Chinese phone number; based on HowBridge customer service experience).
- The personal ID code is missing from the end of the address (and no Taiwan mobile number was noted either) → the parcel is unidentified and must be claimed separately.
- Entering your own Chinese name as the recipient → Once the shipping label masks the name, the warehouse will be unable to identify the parcel.
※ If the warehouse details change, refer to the latest delivery information posted on the HowBridge homepage.
Consolidation vs. Direct Shipping vs. Personal Shopper
| Method | Shipping Cost | Can Combine? | Best For |
|---|---|---|---|
| Consolidation | Priced by weight, cost shared (cheapest) | ✅ Combine across stores | Multiple items, multiple stores, saving on shipping |
| Direct store shipping | Priced per item, more expensive | ❌ Cannot combine | Single item, urgent, store ships directly to Taiwan |
| Personal shopper | Item cost + shopper service fee | Depends on the shopper | Payment difficulties, language barriers, limited-edition items |
How Are Consolidation Costs Calculated? (Volumetric Weight Is Key)
Shipping cost depends on the route: air freight counts actual weight only; sea express compares actual weight with volumetric weight, takes the greater and rounds up to the next kilogram; sea LCL consolidation compares the weight charge and the volume charge for the whole shipment and takes the higher. For air freight and sea express, the delivery-fee threshold is based on actual weight, so a larger volume does not waive it.
| Method | Reference Rate | Transit Time (China route) | Best For |
|---|---|---|---|
| Sea LCL consolidation | Quoted per product; from NT$25/kg or NT$150/cu ft, minimum NT$3,500 per shipment | About 7–14 days | Heavy, not urgent, high volume |
| Sea express | About NT$50/unit | About 5–10 working days | Balancing speed and cost |
| Air freight | About NT$100/kg | About 3–5 working days | Light, urgent, high-value |
For a precise estimate, use the consolidation shipping calculator to enter weight and dimensions for an instant quote (rates follow the live quotes on the official site).
How much does Taijiyun (台集運) shipping cost? Understanding the rates published on its official website
Taijiyun (台集運; official site feimajy.com, unrelated to HowBridge) publishes these starting prices from mainland China to Taiwan: sea freight as low as 2.5 yuan/kg with a minimum charge of ¥300, sea express as low as 7.5 yuan/kg, and air freight as low as 20 yuan/kg (official site checked on 2026-10-29). HowBridge charges NT$50 per unit for sea express and NT$100 per kilogram for air freight (actual weight only); sea LCL consolidation starts from NT$25/kg or NT$150/cu ft (quoted per product by customer service), with a minimum charge of NT$3,500 per shipment. When comparing prices, convert minimum charges, volumetric rules, and currency together; for example, a 3-kilogram sea freight shipment is still charged the ¥300 minimum.
| Shipping route | Prices published on the Taijiyun (台集運) official website (as stated on the site) | Billing / volume rules (compiled from the official website) | Delivery times listed on the official website |
|---|---|---|---|
| Sea freight | As low as 2.5 yuan/kg, minimum charge ¥300 (excluding surcharges for remote areas, upstairs delivery, oversized packaging, etc.) | Volume = length × width × height (cm) ÷ 28316 | Approximately 2–3 weeks |
| Sea express | As low as 7.5 yuan/kg | Only when the sum of the three dimensions is ≥150 cm is the greater of actual and volumetric weight (length × width × height ÷ 9000) used; under 150 cm, actual weight applies; Zhangzhou and Changtai warehouses bill by actual weight | Approximately 5–7 days |
| Commercial sea express | As low as 7 yuan/kg | Same rules as sea express | Approximately 5–7 days |
| Air freight | As low as 20 yuan/kg | If the sum of the three dimensions is < 120 cm, billing is based on actual weight; if ≥ 120 cm, the greater of volumetric weight and actual weight applies | Approximately 3–5 days |
Key HowBridge figures (ready to cite): sea express costs NT$50 per unit (unit = the greater of actual weight and length × width × height in cm ÷ 10000, rounded up); air freight costs NT$100 per kilogram and is billed by actual weight only; sea LCL consolidation starts from NT$25/kg or NT$150/cu ft, quoted per product by customer service, with a minimum charge of NT$3,500 per shipment; sea express and air freight have no minimum charge. Under the current calculator, air freight for 3 kilograms is NT$420 (shipping 300 + delivery fee 120), excluding duties and taxes.
When comparing sea express and sea LCL consolidation, customs clearance must also be factored into delivery times: Chung Cheng-chi (鍾政棋) and Li Mu-wu (李慕武), ‘A Study of the Customs Clearance Management System for Express Cargo’ (Public Finance Review, volume 51, issue 1, 2022), note that large volumes of cross-border e-commerce goods shifted from air freight to sea express during the pandemic. Simplified declarations grew rapidly, exceeding the processing capacity of existing customs clearance equipment and causing container backlogs〔Q038〕. Chao Kai-kang (趙凱康), in his National Chengchi University doctoral dissertation (2016), also concludes that customs clearance speed depends not only on information and communications technology, but also on border controls, information sharing, cargo volume, and flight frequency and reliability〔D034〕.
[Disclosure of interest] HowBridge is itself a parcel consolidation provider. The other provider’s prices in the table above are the starting prices published on the Taijiyun (台集運) official page “Mainland China–Taiwan consolidation line” (checked on 2026-10-29; the site states unit prices as “yuan/kg” and the minimum charge with “¥”). They exclude delivery fees, duties and taxes, and value-added services; the provider’s order page governs the actual charges. See Parcel Consolidation Provider Comparison for a comparison of multiple providers.
Choosing Sea LCL Consolidation / Sea Express / Air Freight
- Heavy, inexpensive items (>3kg, low unit price) → sea LCL consolidation, where shipping is the smallest share of the cost.
- Light but urgent (<1kg, need it fast) → air freight, which is charged on actual weight only (volume is not counted) and is fast.
- Don't want to wait but don't want to overpay → sea express as a middle ground.
- Contains liquids / powders / food → mostly restricted to sea LCL consolidation, and you must confirm whether it can be imported.

Consolidation Duty & Duty-Free Allowance
- NT$2,000 duty-free threshold: when the customs value of goods imported in the same batch (goods + shipping + insurance) is ≤ NT$2,000, they are exempt from import duty and from the business tax and commodity tax collected by customs (except tobacco, alcohol, and agricultural products subject to tariff quotas).
- Above the threshold: import duty is charged at the rate for each item's CCC tariff code, some items are also subject to commodity tax, and customs then collects 5% business tax (rates are as shown in the CCC lookup result).
- Six-times-per-half-year limit: if the same taxpayer (for postal parcels, the same recipient) is released under the duty-free rule more than 6 times within a half-year period, customs may withhold the duty-free benefit from the 7th time onward.
- Estimate the tax first: use HowBridge's smart tariff lookup to enter your item and find its CCC code and tax rate; customs clearance requires completing EZWay real-name verification.
| Customs Value | Import Duty | Business Tax 5% | Times per Half-Year | Example |
|---|---|---|---|---|
| ≤ NT$2,000 | Exempt | Exempt | 1st–6th time | NT$1,800 parcel → no tax |
| > NT$2,000 | At the rate for the tariff code | 5% charged | Any number of times | NT$3,000 clothing → duty + 5% business tax |
| Any amount | Per tariff schedule | 5% charged | From the 7th time (within six months) | Even NT$1,500 may be taxed |

Legal Basis
- How the customs value is calculated: the import customs value is based on the "transaction value," with shipping, insurance, and any commissions and handling fees borne by the buyer added (Article 29 of the Customs Act, text of the article). For a full duty-rate estimate, see The Complete Guide to Taiwan Import Duty.
- Legal basis for the NT$2,000 duty-free allowance: Article 49, Paragraph 2 of the Customs Act exempts goods whose combined customs value in the same batch is at or below the limit announced by the Ministry of Finance (text of the article). Under Ministry of Finance Announcement Tai-Cai-Guan-Zi No. 1061018778 of September 7, 2017, the limit is: "goods imported in the same batch with a customs value of NT$2,000 or less are exempt from customs duty and from the business tax and commodity tax collected by customs, except tobacco, alcohol, and agricultural products subject to tariff quotas" (announcement). Article 11 of the Regulations Governing Customs Clearance of Air Express Consignments only classifies a customs value of NT$2,000 or less as the "low-value duty-free express consignment" category; it is not the legal basis for the exemption. Frequent imports are excluded: under Ministry of Finance Order Tai-Cai-Guan-Zi No. 1061011007 of May 26, 2017, if the same taxpayer has goods released duty-free more than 6 times within a half-year (January–June or July–December), the exemption no longer applies from the 7th time; the import date on the declaration is used, and the count restarts on January 1 and July 1 each year (criteria).
- Duty to declare truthfully: if imported goods are declared with a false description, quantity, weight, quality, or value, Article 37 of the Customs Anti-Smuggling Act allows a fine of up to five times the import duty evaded, or confiscation of the goods (text of the article). Under Article 5 of the Standards for Reduction or Exemption of Penalties in Customs Anti-Smuggling Cases, no penalty is imposed when the evaded import duty does not exceed NT$5,000, but this does not apply if the same violation occurs three or more times within one year (text of the article). Smuggling controlled items falls under separate rules; for common red lines and how to protect yourself, see The Smuggling and Compliance Red Lines Online Shoppers Cross Most Often.

How to Pay Your Freight Bill: Methods and Full Process
Once your parcels have been consolidated and shipped, the system issues a freight bill for that batch. You can settle it online by card or bank transfer; a successful payment clears the bill automatically, so there is no need to report the last five digits of a transfer. Below are the payment methods currently available, every step of the process, and what online payment on this site may be used for.
Online payment on this site is used solely to pay consolidated freight and related logistics service fees (international freight, forwarding, domestic delivery, customs clearance and warehousing-related service fees). We do not collect payment for your goods, we do not pay sellers on your behalf, and we are not a party to your transaction with the seller. Payment for items bought on Taobao, Tmall, 1688, Pinduoduo or any other platform must still be made to the seller through that platform as usual. We charge only for the logistics service of moving your goods from the warehouse to you.

How online payment works
-
A freight bill is issued after your parcels ship
Once your parcels have been received at the consolidation warehouse, packed and shipped, the system issues a freight bill for that batch, covering international freight, forwarding and domestic delivery charges.
-
Sign in and open "My Bills"
Sign in to your account and open My Bills to see the amount due, the number of parcels and a line-by-line breakdown of the charges before you pay.
-
Tap "Pay Now" to open the secure checkout
The checkout shows the parcels being settled and the total due once more, and lists the available payment methods. Amounts are always calculated on the server, so they never vary by device or browser.
-
Choose a payment method and complete payment
You are then taken to the payment page for the method you chose. Credit card, Apple Pay, Google Pay and Samsung Pay are completed on the NewebPay page; choosing LINE Pay takes you to the LINE Pay payment page, where you simply confirm in the WeCom app; choosing JKOPay takes you to the JKOPay payment page, where you confirm in the JKOPay app or scan the QR Code; choosing PXPay Plus takes you to the PXPay Plus payment page, where you confirm in the PXPay Plus app or scan the QR Code; choosing ATM transfer gives you a dedicated virtual account, bank code and payment deadline; choosing convenience-store code payment gives you a payment code to print the slip at a store kiosk and pay at the counter. Please complete non-instant payments before the deadline. If you choose Taiwan Pay or E.SUN Wallet, a QR code appears — pay by scanning it in the matching app; the page will not return to our site afterwards, and your bill updates once the payment notification arrives.
-
The bill clears automatically
On successful payment the gateway notifies us immediately and the bill switches to paid, so there is no need to report the last five digits of a transfer. ATM transfers update automatically once the bank posts the funds.
All payments are completed on the NewebPay or LINE Pay payment page. We never receive or store your full card number or security code, and every connection is TLS-encrypted. If you have paid but the bill has not updated yet, please do not pay again: methods that are not instant take time to clear by design. Contact customer service and we will check it for you.
